There are also university colleges and colleges that offer diplomas and foundation programmes, and some teach degrees in partnership with foreign universities. These can be good value, but check carefully who awards the final degree.

What rankings tell you, and what they do not

In the QS World University Rankings 2027, Universiti Malaya ranked 56th worldwide, up from 58th, its highest position ever. UPM, UKM and UTM are in the global top 200, and Universiti Sains Malaysia is strong in international research networks. Branch campuses share the ranking of their parent university, such as Monash or Nottingham.

Rankings mostly measure research and reputation. For an undergraduate, these matter just as much:

  • Programme accreditation by MQA and, for professional degrees, by bodies such as Malaysia’s Engineering Accreditation Council.
  • Graduate employability and industry links in your field.
  • Teaching style: class sizes, practical work and internships.
  • Total cost, including the city you will live in.

How to check accreditation in Malaysia

Every legitimate programme for international students in Malaysia must be accredited by the Malaysian Qualifications Agency (MQA) and appear on the Malaysian Qualifications Register (MQR). The institution must also be approved by the Ministry of Higher Education to take international students, which is what allows EMGS to issue your visa.

Ask for the MQA accreditation reference of your exact programme, not just the university. A university can be well known while one of its newer programmes is still awaiting full accreditation.

Will my degree be recognised in Pakistan?

For most degrees, recognition in Pakistan means HEC equivalence. HEC assesses foreign degrees case by case through its online system. Since Spring 2026, HEC does not recognise degrees registered as on-campus but delivered entirely online or in blended mode, unless the host country’s regulator approves that mode. Attend classes in person and keep your attendance records.

Rules for professional degrees change. Confirm with the council before you pay fees.

MBBS students: PMDC announced in May 2026 that students must pass MDCAT and register with PMDC before going abroad, and must pass the National Registration Examination to practise in Pakistan. Do not accept an MBBS offer until you have checked these.

A five-step shortlisting framework

  1. Start with your field and career plan. Professional degrees (engineering, medicine, pharmacy) narrow the list to accredited programmes recognised in Pakistan.
  2. Set a total budget for tuition plus living costs for the whole course, then remove options that do not fit.
  3. Check entry requirements against your FSc or A-Level subjects and grades, and your English score.
  4. Compare cities: Kuala Lumpur and Petaling Jaya cost more; Penang, Johor Bahru, Ipoh and East Malaysia cost less.
  5. Apply to 3 – 5 universities across at least two price levels, and apply for scholarships at the same time.

Use the Course Finder to compare fees across 267 institutions, then talk to a counsellor for a free shortlist.

Where the universities are

Most universities are in the Klang Valley: Kuala Lumpur, Petaling Jaya, Subang Jaya, Shah Alam, Cyberjaya and Bangi. Penang (USM), Johor (UTM, Southampton, Reading, Newcastle Medicine), Perak (UTP), and Sarawak and Sabah in East Malaysia (Curtin, Swinburne, UNIMAS, UMS) offer lower living costs. In our data, Kuala Lumpur alone hosts over 2,100 of the 9,550 programmes.

Frequently asked questions

Which is the best university in Malaysia?

Universiti Malaya is Malaysia's highest-ranked university, at 56th in the QS World University Rankings 2027. The best choice for you depends on your course, budget and grades.

What is the difference between public and private universities in Malaysia?

Public universities (UM, UPM, UKM, USM, UTM) have lower international fees and stronger research rankings but fewer intakes and competitive entry. Private universities offer more intakes, flexible entry, industry links and generous merit scholarships.

What is a foreign branch campus?

A campus of a foreign university located in Malaysia, such as Monash University Malaysia, Curtin Malaysia, University of Nottingham Malaysia or University of Southampton Malaysia. Students receive the same degree as at the home campus.

Is a branch campus degree the same as the home campus degree?

Yes. Branch campuses award the parent university's degree, and the certificate does not usually state where you studied.

How do I check if a programme is accredited?

Search the Malaysian Qualifications Register (MQR) for the exact programme name and ask the university for its MQA accreditation reference. Check the programme, not just the university.

What is MQA?

The Malaysian Qualifications Agency accredits higher education programmes in Malaysia. International students should choose MQA-accredited programmes listed on the Malaysian Qualifications Register.

Do I need HEC equivalence for a Malaysian degree?

You usually need HEC equivalence for government jobs, further study and some private employers in Pakistan. Study on campus, keep transcripts and attendance records, and apply through HEC's online system after you graduate.

Are Malaysian engineering degrees recognised by PEC?

Malaysia is a signatory of the Washington Accord through its Engineering Accreditation Council (EAC). Choose an EAC-accredited programme and confirm with PEC before you enrol.
